The Obama Administration is pursuing perhaps its biggest power grab yet. Climate Czar Carol Browner is trying to have the EPA regulate carbon dioxide as a pollutant under the 1970 Clean Air Act, a sweeping global warming regulatory agenda without a vote of Congress. Their biggest problem is the law. The 1970 Clean Air Act clearly does not allow
